Groundbreaking Ceremony Marks Official Start of Construction for the “HorizonQuarter” in Kirchbichl



On July 10, 2025, the ceremonial groundbreaking marked the official start of construction for the “HorizonQuarter” project in Kirchbichl. On the former site of the Perlmooser cement works, the new headquarters and central warehouse of the globally expanding Balmung Medical Group will be developed, along with modern, high-end office spaces available for lease.

In the presence of representatives from the project developer BlackHorizon, the future main tenant Balmung Medical, the executing general contractor Goldbeck Rhomberg, and the municipality of Kirchbichl, the official starting signal was given for the phased realization of this forward-looking project. Construction will initially focus on the future central warehouse for Balmung Medical on the northern part of the site.

The overall project includes two semi-automated logistics halls, a parking garage with 528 covered parking spaces, and a state-of-the-art office complex consisting of two towers. Construction is being carried out by the system construction specialist Goldbeck Rhomberg as general contractor. Upon completion, the BlackHorizon Group will have invested a total of approximately EUR 110 million.

Highly Qualified Jobs for the Region

The main user of the new office building, with a gross floor area of approximately 13,747 m², will be the Balmung Medical Group. Balmung Medical stands for seamless and reliable supply to the global healthcare market with medical supplies. For the owner-managed company, the project holds substantial strategic importance for its further expansion plans.

In addition, approximately 3,000 m² of flexibly configurable office space in the office tower will be available for external leasing—suitable for small, medium-sized, and large companies alike (units ranging from 150 m² up to an entire floor with 600 m² of usable space).

Attractive Additional Amenities

In addition to premium office spaces, the project includes a public staff restaurant, a spacious seminar and event area, and an exclusive sky restaurant with panoramic views at a height of approximately 50 meters. A fitness studio is also planned for employees, and a dedicated childcare facility will be established on the site.

In the long term, the office complex is planned to be expanded by a second tower with an additional approximately 6,400 m² of gross floor area.

Sustainable Redevelopment of a Former Industrial Brownfield

The new development was preceded by the technically demanding demolition of the former cement plant with its three distinctive silo towers, reaching heights of up to 65 meters. In this process, approximately 214,000 m³ of built volume was removed and around 120,000 tons of concrete recycling material—now reused—were generated. What was once a largely sealed industrial site has now been transformed into a valuable development area, guided strongly by sustainable principles.

A particular focus in redeveloping the site was placed on a long-term, life-cycle-oriented perspective. As a result of its holistic and sustainable planning concept, the HorizonQuarter was awarded DGNB Gold Pre-Certification by the certification body.

Completion in 2028

The property was acquired by BlackHorizon in 2020. The extensive demolition of the former cement works took place in 2021 and 2022. Since then, the project phases have been consistently developed and were fully approved earlier this year. Following completion of the structural construction works for the future Balmung central warehouse, construction of the office complex will begin toward the end of 2025. Final completion is scheduled for early 2028.
